Our School Governing Body
Governors are a voluntary body of people who guide and support the strategic direction of the school. They are members of the school team and their contribution to the running of the school is highly valued.
School Governing Body
The instrument of government states that the governing body shall consist of:
7 foundation governors
2 parent governors
1 staff governor
1 headteacher
1 co-opted governor
The role of the governing body is a strategic one, its key functions are to:
- Set the aims and objectives for the school
- Set the policies for achieving those aims and objectives
- Set the targets for achieving those aims and objectives
- Monitor and evaluate the progress the school is making towards achievement of its aims and objectives
- Be a source of challenge and support to the headteacher (a critical friend)

St Wulstan's & St Edmund's Catholic Academy is a voluntary-aided school within the Catholic Diocese of Lancaster. As a voluntary-aided school, foundation governors must always form a majority of the governing body. The constitution of the governing body is as follows:
- 7 Foundation Governors - appointed by the Bishop of Lancaster;
- 2 Parent Governors - elected by the parent body;
- 1 Staff Governor - elected by the staff of the school;
- 1 Co-Opted Governor;
- 1 Headteacher Governor.

Foundation Governors
Foundation Governors are practising Catholics who are usually members of the Parish of St. Wulstan's and St. Edmund's and appointed by the Bishop.
The core roles of Foundation Governors are :
- Representing our Bishop as keepers of the Catholic vision
- Ensuring the quality of Curriculum RE
- Understanding and preparing for Section 48 Inspections
- Encouraging the vibrancy and wellbeing of their school community

Maria Doherty (Foundation Governor/ Chair of Governors)
I have been a foundation governor for five years and became Chair of Governors in November 2020.
I am a very active member of our parish and secretary to the Parish Pastoral Council. I am married and have two sons who both attended this school, many years ago! I retired as Deputy Headteacher in 2015 after working for over 35 years at this school and became a volunteer, working mostly, in the school library. I was delighted to be asked to become a foundation governor in 2017 to continue to serve the school community that I love. As a member of a very supportive governing body, I support the school in many ways, with particular involvement with SEND, EYFS and Music. I am the nominated governor for Year 3 and Nursery. My role as Chair of Governors also involves meeting regularly with the Headteacher, offering a ‘listening ear’ as needed. I hope to continue to support our school as we move forward from strength to strength.
Jane Barnes (Headteacher)
My involvement with St. Wulstan’s & St. Edmund’s began in September 2018 with my first headship. Prior to this I was the Deputy Headteacher at St. Kentigern’s in Blackpool and before that I worked in Preston and Skelmersdale beginning my teaching career in 1993. My areas of specialism are Special Educational Needs, Religious Education and Music. Catholic Education is very important to me; all the schools that I have worked in have been Catholic and I am an active member of my parish, St. Anthony’s in Preston. I have been made to feel very welcome within the school and parish communities here at St. Wulstan’s & St. Edmund’s. I feel very privileged to lead the staff team and serve on the governing body as we continue to build and strengthen our school for the good of our pupils and their families.
Lauren Breakell (Staff Governor)
I am a former pupil of St Wulstan’s and St Edmund's and have been a teacher here for over nine years. I have a three-year-old daughter who also attends the nursery at St Wulstan’s and St Edmund’s. We are also part of St Wulstan’s parish. During my time at St Wulstan’s and St Edmund’s I have taught in Key stage one and two, I am currently teaching in year 3. I am also coordinator for Religious Education and history within school. This is my first year as staff governor and I am proud to be part of the governing body. St Wulstan’s is very close to my heart so I am excited to take on a key role in our journey towards greatness!

I attended Saint Wulstan’s School myself in the 1960’s and I am so grateful for the education they gave me to go forward with my life. My two children also attended the School and was always encouraged by the staff to do as well as they were able. I now have two grandchildren who in a couple of years will also be attending the school. The staff at St Wulstan’s and St Edmund’s are fantastic and want only the best for all the children who attend the school. I have worked in social housing in the area for over 20 years and have always been active in the community to make the life of children better and fuller and also give them encouragement to go forward with their futures.
Mike Harding (Foundation Governor)
I am a former pupil of St Wulstan’s ( many years ago) and my children attended St Edmund’s school so I have a bit of history with both of the schools that merged in 2004 to become St Wulstan’s and St Edmund’s. I also currently have two grand-daughters attending the school with more to come. So, I have a great deal of affection for the school and every incentive to ensure that it is the best that it can possibly be. I am in my second, four year term as a foundation governor. It is a privilege to be in this position and, together with my fellow governors, oversee and support the fantastic work being carried out on behalf of our children and families by Mrs Barnes and her team. I’m also an active parishioner and regularly attend Mass at St Wulstan’s – pandemic permitting. Away from school I am a very keen supporter of Fleetwood Town & an armchair fan of Liverpool FC. Now retired, I was formerly a Civil Servant spending many happy years at Hesketh House before moving into the world of Information Technology. I worked for various public and private sector employers before finally taking early retirement in 2013. I then spent a further six years working for my wife in her small business – I’m sure that you can work out which employment had the most demanding boss!!
Father Alf Hayes (Foundation Governor)
I was ordained into the priesthood in 1972 and became the Parish Priest for St Wulstan's and St Edmund's in 2009. I am one of the founding members of the Fleetwood Trust and am committed to the development of the Hospital project and the community hub. I helped develop and promote the Foodbank that has been a great support for people in food poverty. I visit the school regularly in my pastoral role and celebrate Mass and other liturgies with the children on a regular basis.
